Ukraine Won’t Be Able to Produce Patriot Missiles Domestically Despite a U.S. Licence

Following the announcement by U.S. President Donald Trump that Washington would grant a licence for the production of missiles for the MIM-104 Patriot long range air defence system in Ukraine, significant questions have been raised regarding the viability of producing of these highly complex munitions in the war torn Eastern European country. Industry officials and defence analysts informed the British media outlet Reuters that the technical, industrial and security challenges involved mean production is far more likely to begin in Germany or another European NATO member state before eventually moving to Ukraine after the war. Sources cited by Reuters stressed that even with U.S. approval, production remains a highly complex undertaking, posing challenges even for much more stable and developed countries.

Patriot missiles contain sophisticated radar seekers, guidance electronics, rocket motors and advanced software that depend on tightly integrated international supply chains. Manufacturing many of these components requires specialised facilities that do not currently exist in Ukraine, while sensitive technologies would require separate export approvals beyond a general production licence. Defence specialists estimate that even pilot production would require at least twelve to twenty-four months to establish, with meaningful manufacturing volumes taking considerably longer to achieve. Thus while President Trump’s statement is expected to alleviate European political pressure on Washington, it is not expected to have an impact in the near term.

Security considerations provide another major obstacle. Patriot production facilities would immediately become among Russia’s highest-priority strategic targets. Constructing factories capable of producing advanced interceptor missiles only to expose them to long-range missile strikes would present obvious risks both for Ukraine and for American defence contractors transferring technology. Analysts have assessed that, on this basis, Germany has emerged as the leading candidate to host initial production, with the possibility that manufacturing could gradually shift into Ukraine after the conflict concludes. Production in Poland remains another distinct possibility.

Patriot interceptors are among the most expensive and supply-constrained munitions in NATO members’ arsenals, with production rates already under pressure due to ongoing wars in the Middle East and Eastern Europe. The rapid destruction of Patriot systems by Russian forces in Ukraine has ensured that demand for additional systems for frontline operations remains high. Russia is estimated to be producing hundreds of ballistic missiles annually, alongside large numbers of cruise missiles and single use attack drones, which are expected to continue to be able to overwhelm Ukrainian air defences even if licence production of Patriot interceptors does commence.

Russia has made efforts to significantly expand production of ballistic missiles for the Iskander-M system, increasing output to several times the levels seen at the beginning of the decade, which has allowed it to continue to expand the scale of both tactical and strategic strikes. Beyond the lack of sufficient Patriot interceptors, significant questions remain regarding their effectiveness. Former Deputy Chief of General Staff of the Ukrainian Armed Forces General Igor Romanenko in October 2025 warned that Patriots could no longer provide a viable defence against Russian attacks, with their effectiveness having “fallen from 42% to 6%.” He attributed this to software upgrades to Russian ballistic missiles, which have increased their speed and manoeuvrability as they approach their targets. This corroborated statements made days earlier by Ukrainian and Western officials similarly warning that the effectiveness of the Patriot against missile attacks by Iskander-M and Kinzhal systems had fallen to just six percent.
