Russian Rocket Launches American Astronaut to Space Station: Cooperation Endures Despite Ongoing War in Ukraine

A Russian Soyuz MS-29 spacecraft has successfully launched two Russian cosmonauts and one American NASA astronaut to the International Space Station (ISS), highlighting the resilience of U.S.-Russian cooperation in human spaceflight even as relations between the two countries remain strained. The mission, which lifted off from the Baikonur Cosmodrome in Kazakhstan, carried NASA astronaut Anil Menon alongside Roscosmos cosmonauts Pyotr Dubrov and Anna Kikina. The spacecraft entered orbit before completing a fast-track rendezvous with the ISS approximately three hours later. The trio will spend around eight months aboard the orbital laboratory as part of Expedition 75, joining an existing multinational crew that includes astronauts from the United States, Europe, and Russia.

One of the most notable aspects of the mission was not the launch itself, but the rare appearance of senior officials from both space agencies at Baikonur. NASA Administrator Jared Isaacman attended the launch alongside Roscosmos Director Dmitry Bakanov, marking the first visit by a NASA chief to the Russian-operated cosmodrome since 2018. Their presence underscored the continued importance both sides attach to maintaining cooperation aboard the ISS despite profound political disagreements on Earth. The continued partnership reflects the unique nature of the International Space Station. Unlike many other areas of scientific or technological cooperation, the ISS remains deeply integrated, with American and Russian systems depending on one another for normal operations.

The extent of cooperation in space is particularly notable when considering the state of active hostilities between U.S. and Russian forces in the Ukrainian theatre, with U.S. special forces, contractor units, logisticians, and other personnel having played a very active role in the conflict, including in frontline combat roles. U.S. surveillance aircraft and satellites have been deployed to provide extensive support, facilitating Ukrainian strikes deep into Russian territory. The Forward Observations Group U.S. defence contractor organisation in late 2024 confirmed the deployment of its personnel to support a Ukrainian assault on Russia’s Kursk region, posting pictures which were later confirmed using geolocation data.

The United States provides much of the ISS’ electrical power and life-support capability, while Russia’s segment supplies propulsion and orbital maintenance, making sustained cooperation a practical necessity as long as the station remains in service.  Crew exchanges have remained one of the most stable aspects of the relationship. Under the cross-flight agreement between NASA and Roscosmos, American astronauts continue to fly aboard Russian Soyuz spacecraft while Russian cosmonauts fly aboard American SpaceX Crew Dragon missions. This arrangement ensures that each country’s personnel members remain aboard the ISS even if one transportation system experiences technical problems, enhancing operational resilience and guaranteeing continuous access to critical station systems.

Relations between NASA and Roscosmos have periodically been tested by disagreements over technical issues aboard the ISS, including concerns regarding persistent air leaks in the Russian segment of the station and differing approaches to repairs. Broader strategic cooperation has also diminished significantly since 2022, with Russia withdrawing from participation in NASA’s Artemis lunar exploration program while expanding its cooperation with China on future space projects. China constructed its own space station, the Tiangong, from April 2021, and over the following eighteen months completed one of the fastest space station assembly programs in history, adding the Wentian and Mengtian laboratory modules during 2022. The Tiangong station benefits from being an entirely twenty-first-century design, with virtually every major system developed using modern electronics, computing, automation and manufacturing techniques. It has been speculated that Russia could seek to participate in future Chinese space programs.
