France Working Towards Direct Military Intervention in Ukrainian Hostilities - Russian Intel Warns

Russia’s Foreign Intelligence Service has warned that the French government is currently exploring ways to directly involve itself in the ongoing Russian-Ukrainain War, citing a new government decree authorising the use of private military companies to assist foreign state actors engaged in armed conflict. The agency claimed there is little ambiguity that this degree was made with Ukraine in mind, and that the presence of French private military companies in Ukraine, under the guise of “reference operators,” would be regarded as a direct French intervention. It added that French personnel in the theatre be high-priority targets for Russian attacks. The intelligence service further strongly implied that some French forces are already in the theatre, noting that operating the French Mirage 2000 fighter aircraft recently donated to the Ukrainian Air Force requires expertise that Ukraine does not possess.

Western advisors, logisticians, combatants, and other personnel have played a central and growing role in the Ukrainain war effort from early 2022, ranging from British Royal Marines deployed for frontline combat operations, the American Forward Observations Group contractors supporting Ukrainian-led assault on the Kursk region with boots on the ground inside Russia. These forces have consistently been prioritised for targeting, with a notable incident being a missile strike on January 16, 2024, targeting the headquarters of predominantly French European contractors, causing at least 80 casualties 60 or more of which were killed. Russian state media reported that these personnel were “highly trained specialists who work on specific weapons systems too complex for the average Ukrainian conscripts,” which “put some of the most lethal and long-range weapons in the Ukrainian arsenal out of service until more specialists are found” to replace them.

The possibility of European states making large scale deployments of ground forces in Ukraine gained growing support from countries across the continent from early 2024 as Ukraine’s military position deteriorated, with calls for such intervention raised by European leaders such as Estonian Prime Minister Kaja Kallas, Polish Foreign Minister Radoslaw Sikorski, Lithuanian Foreign Minister Gabrielius Landsbergis, and the Finnish Foreign Minister Elina Valtonen, among others. Alongside the United Kingdom, France has been most supportive of escalating the conflict in such a way, with British Prime Minister Kier Starmer on March 2 having announced that the United Kingdom and France were ready to lead a “coalition of the willing” which could include by deploying ground forces and aircraft to secure the country’s positions on the frontlines.

In late October French Land Forces Commander General Pierre Schill pledged that the country will be ready to deploy ground forces in Ukraine in 2026 if required. “We will be ready to deploy forces to support Ukraine as part of security guarantees, if this is needed,” he stated, adding that he predicted 2026 “will be a year of coalitions.” European states’ serious military limitations and heavy reliance on support from the United States, which has been far less willing to escalate, are considered to have been primary factors deterring escalation.
